Charles “Spike” Hicks, now retired, was active in the Prescott area horse community for over 30 years and was instrumental in obtaining grant funds to improve local trails. A founding director of Animal Disaster Services and LASER, Spike managed several large animal shelters since the 2001 Indian Fire and is our voice of experience.
Gregory Valenti is a retired police officer, bringing 34 years of experience with the Los Angeles Police Department; and extensive experience in their Emergency Operations Center as Intelligence & Planning Coordinator during disasters and evacuations involving horses. Abby Areinoff Harbicht is a practicing attorney specializing in employment law and human resources. Since moving to Prescott 10 years ago, she has worked as the HR Director at the Yavapai Humane Society and is an Adjunct Professor at Embry Riddle while simultaneously managing a small law practice. She is an equestrian and has served on the Boards of Granite Mountain Riders, Back Country Horsemen of Northern Arizona and PAWUIC/Yavapai Firewise Board in Prescott. As a volunteer for emergency sheltering of barn animals for Los Angeles County for 15 years, she managed shelters throughout LA County and brings a wealth of shelter operations knowledge to LASER.

Debbie Finley and her husband retired to Chino Valley 6 years ago after living and working for 30 years in Tucson. In her career Deb worked as a secretary for a local school district in their Special Education Dept. They have two grown sons that went to college at NAU and that is how they discovered the Prescott area and fell in love with it and decided to retire up here.
Once they moved up to Chino Valley, Deb was looking for a way to get involved and help out in the community. That’s when Deb found LASER. Once she learned all about LASER and how much they offer the local community, she was excited to join them. Deb has been a volunteer with LASER for 3 years and looks forward to being more involved with LASER as a new member of the Board. “I look forward to doing all I can to assist LASER with all they do to help out our community during fires and evacuations in Yavapai County."

She volunteered for a similar organization for seven years rescuing and sheltering ranch animals in San Diego County. Retired five years, Gretchen now volunteers for LASER, Tender Little Hearts, and is a member of Daughters of the Union Veterans of the Civil War (DUVCW).
Karen Magdaleno has lived in the Prescott Quad Cities area since 2006. She retired from a career of Administrative Services. She is a member of the local horse communities: Back Country Horsemen, Prescott Saddle Club, Chino Valley Equestrian Association, and Granite Mountain Riders. Most recently she has served as the President of the

Most recently she has served as the President of the 100-plus members of Granite Mountain Riders. She currently sits on the Advisory Board and is the co-leader of Widow's Might, LLC, in Prescott. She owns two horses and enjoys riding the multitude of trails in Yavapai County.

She has been an active member and volunteer for numerous national and local level horse organizations for 40 years. This includes the American Driving Society, Arizona Driving and Carriage Society, American Dressage Society,
Sandra Joyce, LASER Treasurer, is retired with 35 years of accounting management working for a Science Laboratory. She has been an active member and volunteer for numerous national and local level horse organizations for 40 years. This includes the American Driving Society, Arizona Driving and Carriage Society, American Dressage Society, California and Northern Arizona Dressage Societies, with local membership and volunteering for the Chino Valley Equestrian Association and served as Secretary for Granite Mountain Riders. Along with her LASER Treasurer duties, she currently serves as a Board of Directors,Treasurer for 3R Rescue, a Northern California organization for the rescue, rehabilitation and rehoming of dogs.
Ann Yoshinaga is a retired paramedic and college administrator. She was also an active member of the Riverside County Sheriff’s Mounted Posse for 20 years where she served on the Board for over 7 years. She moved to Prescott Valley in 2020 and has been involved with LASER since 2023. She has two horses and enjoys trail riding.
